This guide outlines when Field Managers should notify Regional Directors or Support Teams regarding incidents, operational concerns, compliance risks, staffing issues, and emergency situations.

The “When in Doubt” Rule
Field Managers should escalate concerns whenever:
- A situation feels uncertain or unsupported
- Safety, compliance, or reputation may be impacted
- An issue may escalate if left unresolved
- Additional leadership support may be needed
Quick Decision Filter
Field Managers should ask:
- Does this impact child safety?
- Could this affect our partnerships or reputation?
- Does this involve compliance or staff conduct?
- Could this impact staffing, operations, or program stability?
If the answer is yes, escalate promptly.
Who Gets Notified?
Immediate Notification Required Child Safety & Supervision
Notify immediately for situations involving potential harm, supervision failures, or licensing risk, including:
- Missing or unaccounted-for children
- Elopement incidents
- Injuries requiring medical attention
- Head injuries or allergic reactions
- EMS or 911 involvement
- Suspected abuse or neglect disclosures
- Unauthorized child release
- Ratio violations or unsafe supervision
- Situations involving potential licensing action
Behavioral & Incident Escalations
Notify same day (or immediately if severe) when behavior presents safety concerns or operational risk:
- Aggressive or unsafe behavior
- Situations involving restraint or physical intervention
- Repeated behavior incidents
- Parent concerns related to safety or supervision
- Escalations involving possible suspension or removal
Staff Conduct & Employee Relations
Notify same day for concerns involving:
- Inappropriate staff behavior
- Policy or licensing violations
- Harassment, discrimination, or retaliation concerns
- Staff refusing safety procedures
- Major team conflict disrupting operations
- Situations involving potential termination or discipline
School & Family Escalations
Notify same day when relationships or partnerships may be impacted:
- Escalating parent concerns
- Complaints involving principals or district leaders
- Requests for refunds or withdrawals tied to dissatisfaction
- Confrontational family interactions
- School concerns regarding safety, quality, or staffing
- Requests for staff removal or operational changes
Reputational Risk
Notify immediately for situations that could impact organizational trust, partnerships, or public perception:
- Threats of legal action
- Social media escalation concerns
- Media involvement
- Public complaints
- Situations likely to attract community attention
Financial & Operational Concerns
Notify promptly regarding:
- Significant staffing shortages
- Unsafe coverage gaps
- Program closures or schedule disruptions
- Budget concerns or unexpected operational costs
- Enrollment trends impacting program sustainability
- Licensing ratio risks
Compliance & Licensing
Notify immediately regarding:
- Licensing visits or citations
- Incident reports submitted to licensing agencies
- Compliance violations
- Missing required documentation
- Health or safety concerns identified internally or externally
Emergency & Crisis Situations
Notify immediately in real time for:
- Fire, lockdown, evacuation, or severe weather situations
- Police, fire, or emergency personnel involvement
- Facility safety issues
- Power outages or unsafe building conditions
- Crisis situations requiring leadership support or rapid decision-making
